Texas Adoption Agency Fees: What to Ask Before You Pay

Before paying an application or program fee, ask for a written explanation of what it covers, when payments are due, and what remains uncertain. Use this checklist to compare the answers at your own pace.

Adoption agency fees in Texas are easier to evaluate when you can see the services and conditions behind each number. A quoted agency fee may not represent every expense your family will encounter. Asking for details is a reasonable part of choosing a program.

Texas Family Resources recommends reviewing agency fees, payment schedules, and refund policies before proceeding. This guide turns that advice into specific questions and a comparison worksheet. For the broader picture, start with how much adoption can cost in Texas.

1. Compare the same adoption path and services

Different adoption paths and service arrangements can produce very different estimates. Confirm which program each quote describes, whether it applies to your location, and which organization performs each step. A lower stated fee is hard to interpret if another quote includes more services.

Public adoption information needs its own context. DFPS states that CPS does not charge adoption fees, but families remain responsible for legal finalization expenses. Its public adoption cost guidance is not a price list for private adoption arrangements or for Matching Hearts. Ask the responsible provider which costs and any assistance rules apply to the specific program.

Matching Hearts currently focuses on adoption only. Educational discussion of different paths does not mean the agency offers every path or service mentioned here.

2. Separate agency fees from outside expenses

Ask for a fee breakdown with each service marked included, separate, not applicable, or still unknown. These are categories to ask about, not a list of charges every family must pay:

  • Application and program services: What work does each agency payment cover? Is there a separate application review charge?
  • Home study and updates: Who prepares the adoption home study? Are updates or assessments from another provider included or accepted?
  • Screening, documents, and preparation: Could background checks, records, inspections, or required education involve separate payments?
  • Attorney and court work: Who supplies legal services, who receives payment, and is the amount confirmed by that provider?
  • Visits and reports after placement: Which services are needed, who performs them, and are they in the quote?
  • Travel and other case-specific expenses: Could travel, lodging, or work involving another state affect the estimate? What applies to your situation?

For an outside charge, record the payee and ask that provider for its estimate when possible. Check whether a service already included in the agency fee also appears as a separate line, so you can clarify any apparent duplication.

3. Ask these questions before the first payment

  1. Which current adoption program is this estimate for, and have you confirmed it is relevant to our situation?
  2. What does the application or initial fee pay for, and what happens after that work is completed?
  3. Can we review the service agreement, itemized fee schedule, payment terms, and refund policy before deciding?
  4. Which amounts are fixed, estimated, or not yet known? What does the stated total leave out?
  5. Who can answer financial questions and provide written clarification?

Paying a fee or submitting an application does not guarantee approval, a match, a placement, or an adoption timeline. Keep fee decisions separate from assumptions about those outcomes. Our Texas adoption application guide explains how an inquiry differs from a formal application.

4. Put payment milestones and estimate limits in writing

For each payment, ask what triggers it: a date, an application review, a completed service, or another event. Request the amount, the recipient, the work covered, and when that payment becomes due. Do not assume another agency uses the same schedule.

Ask how long the estimate remains current and what could change it. If a provider gives a range, ask what explains the lower and upper amounts and whether additional items remain outside that range. Keep dated copies of the estimate, signed documents, written clarifications, and receipts together.

5. Understand refunds, pauses, and added work

Request the actual written policy for each payment. Do not assume that an unused balance, a pause, or a change in circumstances automatically produces a refund.

  • If an application is declined or you choose to withdraw, what happens to each payment?
  • If you pause or change programs, can any amount be credited or transferred, and under what conditions?
  • If additional visits, updates, documents, or other services become necessary, how are charges calculated and communicated?
  • If a planned match or placement does not proceed, which work has already been paid for and which future charges would still apply?
  • Do outside providers have their own separate cancellation or refund terms?

These are questions to resolve with the provider, not statements about Matching Hearts' policies or your contractual rights. Ask a qualified professional about terms you do not understand before signing.

6. Your adoption fee comparison worksheet

Use one panel per agency or program. Enter only general fee notes. These fields are not submitted or saved by this worksheet; copy your notes before leaving or refreshing. Your browser's Print option prints the worksheet and contact details so you can keep a paper copy or PDF.

Unknown is not zero. Compare the same services and keep unresolved costs beside the quoted total. A worksheet total with missing items is not a complete adoption budget.

7. What Houston-area families can ask Matching Hearts

Start by confirming which current adoption program fits the situation you want to discuss. Then request its fee information and ask which services Matching Hearts performs, which may involve another provider, and what the next step would be.

You can use this wording: “We are exploring adoption in the Houston area. Which programs are currently available for our situation? Before we apply or pay a fee, could we review the services, current fee schedule, payment milestones, outside expenses, and refund or change policies?”

See our Houston adoption agency information for a starting point, or the guide to choosing a Houston adoption agency for questions beyond fees. A general Texas resource or directory listing cannot establish an agency's current program availability or financial terms.
